He further wrote about the challenges and the work that the SKM government faced and put in in their 3 years of givernance:
“On this day in 2019, the people of Sikkim entrusted the Sikkim Krantikari Morcha (SKM) party with the responsibility to lead our beloved state towards a future filled with new hopes and aspirations. Our government has continuously strived to fulfil our promises and uphold the mandate of our people.
The challenges imposed by the COVID-19 pandemic highlighted the inferior condition of the health sector in the state, which never witnessed much development in the last 25 years. Despite this, with the support and cooperation of our citizens and the central government, we overcame its ill effects, establishing various facilities and services in the health sector and enhancing the existing infrastructures to provide all the amenities within the state. Recently, we inaugurated the two high-end equipment installed in the Cath-Lab operation theatre of the Cardiology Department, STNM Sochyagang, namely,
1.) Intravascular Ultrasound System (IVUS) System of Heart,
2.) Electrophysiological Study & Radio-frequency Lab,
which were unavailable in North Bengal and Sikkim, making contemporary health care services accessible to the public within the state.
Our government is also extending medical support to the public via Chief Minister’s Medical Assistance Cell and through Garib Jan Kalyan Prakosta at the party level for lungs, kidney, liver transplants, cancer, and other terminal diseases.
We are also striving to establish a high-class hospital with modern facilities in Namchi and Singtam, besides a 100 bedded hospital in Soreng, and upgradation is done in various other places.
Similarly, super-specialty facilities such as ENT, Cardio, and Neuro have started at STNM hospital. The super-specialty outreach program is initiated at the district level as well.
Steadily, we are moving forward with our duties and responsibilities, sowing seeds of development in all aspects. Within the last three years, Sikkim has witnessed development in sectors like health, education, agriculture, horticulture, pisciculture, entrepreneurship, animal husbandry, Sports, and other sectors. Our government is also upgrading the playgrounds of numerous schools across Sikkim.
Our government seeks to make Sikkim an educational hub. To achieve this goal, the establishment of world-class education institutes like the Netaji Subash Chandra Bose University of Excellence, NIT, Khanchendzonga State University, and additional institutes in different parts of the state will impart exceptional education to the students. This will also create employment opportunities for our people and open avenues for various business ventures. These institutions will also facilitate the positive development of the areas and draw students from outside the state. Besides the already implemented Nar Bahadur Bhandari fellowships for Master’s and Ph.D. programs in universities abroad, we are expanding the spectrum of scholarships to promote merit-based scholarships for higher learning.
We have decided to extend Chief Ministers Merit Scholarship to 55 students to study both in the well-known schools and colleges within and outside Sikkim. The extension of these scholarships to the college level will inspire our young students to go for competitive higher programs in various disciplines in other well-known universities in India and abroad.
Our government has announced the initiation of the APATAN fellowship scheme to assist those individuals aspiring to pursue Ph.D. in local languages.
To encourage our farmers and youths to join the agriculture sector, horticulture, and pisciculture, the introduction of various incentive schemes has yielded favourable outcomes.
The aforementioned production and commodities sectors can be a lucrative source of income and we aim to extend these schemes to other similar sectors to encourage the future generations to embrace entrepreneurial ventures. Similarly, our government is constantly supporting the local entrepreneurs and is initiating the Mega homestay Projects.
Women play an integral role in our lives not just as mothers, sisters, and daughters but as building blocks of our society. The value of women’s participation in economic, political, and social works and the equal contribution of men and women is a sign of a strong nation. For the welfare of the women contractors, our government announced, that TDR fees for contractual works up to Rs. 5 crores are exempted, while they shall pay only 50% of the TDR amount up to the work of Rs. 10 Crore.
We also reduced the age-eligibility for widow pension from 40 years to 21 years and have recently announced welfare schemes like Aama, Bahini, and Vatsalya (Yojana).
As mentioned in our manifesto, the Panchayat Amendment Bill was also unanimously passed by the SLA, which enabled the election of local bodies, rural/urban to be non-party based, providing an opportunity for anyone to contest these elections and people can choose the best representatives.
The creation of two new districts, Soreng and Pakyong will also streamline the development process and create new opportunities for all.
Similarly, our government also initiated the housing scheme for the needy through Sikkim Garib Awas Yojana (SGAY), which has been successful and the houses established under this scheme can be seen throughout the state. Similarly, Sikkim Urban Garib Awas Yojanaa (SUGAY) has been initiated for the benefit of the people residing in the urban areas. In the last three years, Sikkim has been able to win several accolades at various levels, and we are focused on creating a unique identity for our state, setting an example for the world to see.
We have decided to establish Tarundeep Rai Archery Academy at Khichudumra, South Sikkim, which will inspire and nurture the aspiring sportspersons of the state.
During the recent labour day celebrations, we announced the increase in the minimum wage to Rs.15,000.00 for laborers, including those working in the private sector.
We have adopted several measures to improve the working conditions of drivers (Gurujis) in the state, to provide relief in their livelihood and recognition of their services. Keeping this in mind, we have initiated Medical Insurance for 5000 taxi drivers, and in case of any tragic accident, ex-gratia of Rs 5 lakhs will be handed to the next of kin of the deceased. Likewise, the government has also decided to provide vehicles/ cash incentives to the best-performing drivers from each district. Apart from that, Drivers Welfare Board will be constituted with a chairperson and district-wise Vice-Chairpersons.
When we speak about the Government Formation Day by the Sikkim KrantiKari Morcha Party, we trace back our roots, and the images of the brave and courageous revolutionary friends come before our eyes. The day will be incomplete without acknowledging and remembering our courageous krantikaris, who despite all the challenges and injustices, stood by us during the time of our needs. Facing all the anguishes of the previous tyrannic government, prior to the birth of our party to date, they persevered with us at any cost.
I bow to them with a tender feeling in my heart. I salute all the krantikaris and appreciate their invaluable contributions on this momentous day.
The Central Government under the dynamic leadership of the Hon’ble Prime Minister Shri Narendra Modi Ji has consistently supported and guided us which enabled us to stand, progress, and prosper. I take this moment to express my gratitude to the Hon’ble PM, Union Ministers, and the central government.
The patronage and guidance rendered by the Hon’ble Governor of Sikkim, Shri Ganga Prasad Ji during the last three years were of great value and we shall forever be indebted to him for his kind gesture and words of wisdom.
I would also like to extend my heartfelt thanks to the Chief Secretary of the Government of Sikkim, Director General of Police, Additional Chief Secretaries, Principal Secretaries, Secretaries, Directors, and all Heads of Departments. Our government also acknowledges the role of office bearers and staff of all categories of various establishments and institutions, who are an indispensable part of the government.
The support rendered by all governmental and non-governmental organizations, individuals, and well-wishers has also been remarkable.
In the last three years, our government has established a robust foundation, and we strive to build on it and march forward to fulfill the aspirations of our people based on sustainable development policies which will be beneficial to the people and the state.
On this momentous occasion, let us re-dedicate ourselves to attain further peace and tranquillity and ensure that the state grows to become an example of innovation and progress.”– CM, PS Tamang, SKM
