Sikkim Chief Minister Prem Singh Tamang ranks 21st ,with total asset of Rs 3 cr + under Chief Ministers with the highest assets category released by Association for Democratic Reforms Report 2023.
Yeduguri Sandinti Jagan Mohan Reddy, Chief Minister of Andhra Prasesh is ranked first with total asset of Rs 510 Crore+ cr, followed by Pema Khandu, Chief Minister of Arunachal Pradesh with total asset of Rs 163 Crore+ cr. Likewise, Chief minister of West Bengal Mamta Banarjee has the lowest asset owned with Rs 15 lakhs.
The 2023 ADR report was released jointly by ‘Association for Democratic Reforms’ (ADR) and ‘National Election Watch’ (NEW). “The data was analysed on basis of self-sworn affidavits of all 30 current Chief Ministers in State Assemblies and Union Territories across the nation. Data in this Kit is presented in good faith, with an intention to inform voters. Chief ministers affidavits obtained from the ECI website (www.eci.gov.in) with nomination papers is the source of this analysis. Website:-www.adrindia.org, www.myneta.info as per self-sworn affidavits of all 30 current Chief Ministers in State Assemblies and Union Territories across the nation. This data has been extracted from affidavits filed by the Chief Ministers prior to contesting their last elections.” Said ADR report 2023 released on April 12, 2023.
Financial Background (ADR Report):
Out of 30 Chief Ministers 29 CMs are Crorepati Chief Ministers, with Rs. 33.96 crore as Average Assets of Chief Ministers. West Bengal Chief Minister, Mamta Banerjee, stands lowest with Rs 15 lakhs as total asset. As per the report, 97% of Chief Ministers are Crorepati.

Biren Singh, Chief Minister of Manipur, stands lowest amongst all eight Northeastern Chief Ministers in terms of assets owned. Pema Khandu, Chief Minister of Arunachal Pradesh with Rs 163 Crore+ stands at top amongst the eight northeastern states. CM Khandu is followed by Neiphiu Rio (Chief Minister of Nagaland) with total asset of Rs 46 Crore+, Himanta Biswa Sarma (Chief Minister of Assam) with total asset worth Rs 17 Crore+, Conrad Kongkal Sangma (Chief Minister of Megalaya) with total asset of Rs 14 Crore+, Manik Saha (Chief Minister of Tripura) with total asset of Rs 13 Crore+, Prem Singh Tamang (Chief Minister of Sikkim) with total asset of Rs 3 Crore+, Zoramthanga (Chief Minister of Mizoram) with total asset of Rs 3 Crore+ and Nongthombam Biren Singh, Chief Minister of Manipur with total asset of Rs 1 Crore+ stands lowest in the northeastern states.
Chief Ministers with Declared Criminal Cases (ADR Report 2023)
Out of 30 Chief Ministers of India, 13 Chief Minister have declared criminal cases against themselves. Kalvakuntla Chandrashekar Rao, Telangana Chief Minister, sits tall with 64 cases. Mizoram and Sikkim Chief Ministers also in the list with 02 and 01 cases respectively registered. As per the report, 43% of Chief Ministers have serious criminal cases registered against them.
- Kalvakuntla Chandrashekar Rao, Telangana Chief Minister Since 2018 is highest with 64 cases registered against him with no convictions.
- M.K. Stalin, Tamil Nadu Chief Minister since 2021 has 47 registered cases with no convections.
- Yeduguri Sandinti Jagan Mohan Reddy, Andhra Pradesh Chief Minister since 2019 has 38 registered cases with no convictions.
- Eknath Sambhaji Shinde, Maharashtra Chief Minister since 2021 has 18 registered cases with no convictions.
- Arvind Kejriwal, Delhi Chief Minister since 2020 has 13 registered cases with no convictions
- Sukhvinder Singh, Himachal Pradesh Chief Minister since 2022 has 04 registered cases with no convictions.
- Bhupesh Kumar Baghel, Chhattisgarh Chief Minister since 2018 has 02 registered cases with no convictions.
- Hemant Soren, Jharkhand Chief Minister since 2019 has 02 registered cases with no convictions.
- Zoramthanga, Mizoram Chief Minister since 2018 has 02 registered cases with no convictions.

- Prem Singh Tamang, Sikkim Chief Minister was convicted under section 13(2) read with section 13(1)(d)(ii)of the PC Act,1988 and was sentenced to undergo simple imprisonment for a period of one year & to pay a fine of Rs 10000.

The Association for Democratic Reforms (ADR) was established in 1999 by a group of professors from the Indian Institute of Management (IIM) Ahmedabad. In 1999, Public Interest Litigation (PIL) was filed by them with Delhi High Court asking for [or requesting] the disclosure of the criminal, financial and educational background of the candidates’ contesting elections. Based on this, the Supreme court of India and subsequently, in 2003, made it mandatory for all candidates contesting elections to disclose criminal, financial and educational background prior to the polls by filing an affidavit with the Election Commission.
