Education Dept. rectifies decisions; teachers and other staff to return at 50% capacity

Gangtok, August 31: The Education Department, Government of Sikkim released a circular dated August 31 issuing new guidelines rectifying the earlier notice dated August 28.

The circular from the Education Department of August 31 has informed that from September 21, only 50 per cent of the teaching and non-teaching staff are to be called to the schools which can be arranged either on a rotational basis or any such arrangement which is convenient or may be deemed fit by the respective institutes.

The earlier order which was widely criticized by the general public and educators of Sikkim and which as of Monday evening has been rectified was issued on August 28 and had informed that all heads, teaching faculty, support staff, and other employees of Government schools, colleges, and educational institutions which included Ad-hoc teachers and Ad-hoc Assistant Professors will have to mandatorily attend duty from September 1, even if the educational institutions did not reopen for students. The notification read ‘teachers will have to engage in digital and offline moe of classes from their respective workplaces.’ 

The Education Department’s reason for this sudden change in plans for teaching and non-teaching staff to return to work is because of the Ministry of Home Affairs (MHA), Government of India having released new guidelines for States/ UTs to be followed in regard to Educational institutes on August 29. Complying with the guidelines issued by MHA for Unlock 4 which begins from September 1, the Education Department, Government of Sikkim decided in the change of plans.

While all educational institutions in the state shall remain closed till September 30, 2020, or till there is further notice, the following will be permitted in educational institutions in Sikkim:

  1. All Heads of Institutions will have to make proper and rationale arrangement for deploying of teaching and non-teaching staff member in order to supervise, monitor and regulate activities of online learning, home-schooling and the upkeep and maintenance of the institutions from September 1, on the basis of requirement and to make sure that all safety precautions are being observed.
  2. Only 50 per cent of the teaching and non-teaching staff are to be called to the schools which can be arranged either on a rotational basis or any such arrangement which is convenient or may be deemed fit by the respective institutes. Standard Operating procedures (SOP) will be issued by MHA which shall be applicable for such attendance.
  3. Students of Class 9-12 who seek guidance from their teachers allowed voluntary visits with the written consent of parents/ guardians and with SOP being issued by the MHA. 
  4. The above-listed instructions are not applicable to areas which at the time have been listed as containment zones and to those institutions which has been acquired by the District Administration under the Disaster Management Act, 2005 until it is de-notified and sufficiently sanitized. 

This new notification comes right a day before the originally scheduled day for teaching and non-teaching staff to report back to work and has surely provided relief for them.
