Animal cruelty case at Rinchenpong, owner claims their dog was shot

Gangtok, August 22: On August 21, Sikkim Chronicle received word from a pet owner, Madhan Rai, resident of Rinchenpong, West Sikkim, that his 3-year-old pet dog had been reportedly shot and killed by a suspected neighbour. This incident of animal cruelty took place on the evening of August 19 and an FIR was filed against the suspected perpetrator.

A family member of the owner while visiting a sick relative who also happens to be the neighbour of the suspected perpetrator, along with others, heard a loud noise which they construe as a gunshot. At that moment the family didn’t suspect anything.

The following morning, on August 20, when the dog was nowhere to be seen, the family began searching for him. The dog, who had a very friendly disposition would often follow relatives who happened to come to the house of the dog-owner and was mostly unchained unlike other dogs in the village, says Rai. 

When they found that their dog was missing and recounting the sound they had heard the day before, wondered if it had a connection to their pet. Worried, the family members commenced searching their land and the surrounding homes of relatives.

Rai recounts that on August 20, the dog returned home wounded and bloody. It was tended to and the wound bandaged at the family’s home. Upon closer inspection, they found a wound around the dog’s thigh which they suspect to be a gunshot wound. The family was planning to take the dog to a veterinarian at Soreng after acquiring necessary permits, but due to severe loss of blood, it passed away on the same night.

Rai had already informed the police at Kaluk but now wanted to submit a General Diary (GD). The dog had been taken for post mortem a Kaluk’s Animal Husbandary & Veterinary Services on August 21 and the family has lodged an FIR under section IPC 429 (mischief by killing or maiming cattle, or any animal of value) and Section 11 of The Prevention of Cruelty to Animals Act, against the suspected perpetrator at Kaluk Police Station. 

Rai informed that the suspected perpetrator has a history of animal abuse. In the past, he had thrown boiling water on the same dog and blinded another neighbour’s cat.

Although an FIR has been lodged, Rai is apprehensive about the fairness of the investigation that will be conducted as Rai’s family was told by police personnel to withdraw the complaint. Rai adds that he doesn’t want to name the police officer but if put under dire condition will do so. 

Rai wants a fair investigation to be carried and wants to ask the perpetrator of the crime – had the dog caused any damage to him or his property? If yes, how much was it worth for him be killed so mercilessly?

Sikkim Chronicle also spoke to PI Thinley Rabden Bhutia of Kaluk Police Station on the incident, who says that although the dog appeared to be killed brutally, he doubts that it was through aa gunshot as there were no exit wounds on the dog. He believes that it’s most likely that the dog was stabbed.

On the loud banging noise heard on the evening of August 19, to which there are multiple witnesses outside of the dog owner’s family, he explains that it may have been the sound of thunder misconstrued.
